SUBJECT: Solicitation No. 09-MNT-2855 Maintenance of the Local Ventilation Control Systems at the Ventilation Buildings for the Queens Midtown Tunnel and the Brooklyn Battery Tunnel Facilities
To Prospective Bidders:
The Triborough Bridge and Tunnel Authority (TBTA) is now inviting sealed bids for the above-mentioned solicitation (the “Procurement”). The work shall generally consist of furnishing all labor, materials and equipment necessary to maintain the local ventilation control systems at the Ventilation Buildings for the Queens Midtown Tunnel and the Brooklyn Battery Tunnel facilities. The contractor must be a system integrator for Allen-Bradley equipment and have a minimum of five (5) years experience (or equivalent as determined by the Authority) with Allen-Bradley PLC3 programming, Allen-Bradley Advisory software and maintenance and integration of equipment and software similar to that used by the Authority. The contract term is three (3) years. The M/WBE goals are 0%/ 0%.
If you are interested in responding to this Invitation for Bid, the bid opening date is Thursday, October 29, 2009 at 3:00 p.m. local time. A pre-bid conference is scheduled for Wednesday, October 14, 2009 at 10:00 a.m. Prospective bidders should meet at 2 Broadway, 24th floor, New York, NY 10004. You are hereby notified that, effective the date of this letter, the Restricted Period for this procurement as defined under State Finance Law §§139-j and 139-k, as amended by Chapter 1 of the Laws of New York 2005 (“Lobby Law”) is hereby commenced. Accordingly, all inquiries concerning this procurement shall be directed solely to Robin Golubow, Contract Manager, the Designated Point of Contact for this contract. All communications with the Authority, regardless of form, by an Offeror or his or her representative that a reasonable person would interpret was an attempt to influence the procurement -- referred to as “Contacts” -- shall be made only to the Designated Point of Contact. Contacts made to other than the Designated Point of Contact, are prohibited (“Prohibited Contacts”). All offerers should be aware that a finding that an offerer engaged in Prohibited Contacts with Authority personnel other than the Designated Point of Contact can result in a determination of non-responsibility and ultimately, debarment if an offerer engages in similar Prohibited Contact within a four year period. All determination of non-responsibility or debarment due to violation of the Prohibited Contacts requirements of the Lobby Law will be posted on the NYS OGS website.
Copies of the solicitation documents may be obtained for one hundred dollars ($100.00) in person at the TBTA, 3 Stone Street, Bid Suite, New York, New York 10004 Monday through Friday (except legal Holidays) between the hours of 9:00 a.m. - 4:00 p.m. or by mail. Any bid submitted by a bidder who did not obtain the solicitation documents directly from the TBTA will be deemed non-responsive and not eligible for award of the contract. Please note: All hand deliveries (including messengers) of bids/proposals must be delivered to the Bid Suite at 3 Stone Street entrance of 2 Broadway. Please allow extra time for delivery. All packages will be inspected and visitors will be required to show two forms of identification, including photo id.
