July 2003: ESA Becomes Part of MTA Capital Construction Company
MTA Capital Construction is a new company formed in July 2003 as part of a major reorganization of the Metropolitan Transportation Authority. The company’s mission is to manage major capital expansion and downtown Manhattan transit infrastructure projects. As of September 23, 2003, MTA Capital Construction Company assumed responsibility for management of the ESA.

August 2003: Newsday Article Cites Congressional Support
An August 14, 2003 article in Newsday cited the influence of Rep. Ernest Istook (R-Okla.) in securing funding for the ESA project:

"‘I visited New York [in March] and met with a lot of the transit people,’ Istook said. ‘That was where I became aware of the details and the significance of the East Side Access [project], not only to unburden Penn Station, but the very significant time savings for a lot of people.’

Istook then spoke with Rep. Peter King (R-Seaford) and other New Yorkers about the project. The result: $70 million for the East Side Access [project]."
