Project Description


The MTA is working closely with New York State, New York City, and the Lower Manhattan Development Corporation to assist with the economic recovery of the Downtown area. 

MTA's Lower Manhattan Access Study confirmed that the existing Fulton Street station complex is viewed as cumbersome to workers and others who access Lower Manhattan daily; its improvement would address a long-standing obstacle to better Downtown access.

A facility that is less congested and circuitous, accessible to people with disabilities in accordance with the Americans with Disabilities Act (ADA), easily identified from street level, and better linked to area subway services and the WTC site is essential to the economic recovery of Lower Manhattan.

Millions of tourists are expected to visit Lower Manhattan in the near future, as the World Trade Center memorial area becomes one of the top attractions in the United States. With 85 percent of all Downtown access trips made by transit, Lower Manhattan urgently needs a clear, “connected” subway complex and gateway to support its economic recovery.

1. A high-visibility Transit Center with entrances on Broadway between Fulton St & John St

2. Underground concourse beneath Dey St linking the Transit Center to the station and the WTC site

3. New and expanded station mezzanines and passageways
