RESPONSIBILITIES:
- Document current and future business processes and requirements, cost benefits and risk analysis and develop functional specifications for multiple departments based on business requirements.
- Develop and maintain a comprehensive project management plan and coordinate project tasks and assignments for project team members using Microsoft Project.
- Provide support to team members, including analysts and programmers of various levels of expertise, in revising existing applications or implementing new applications. Perform ongoing maintenance of existing programs.
- Monitor and take corrective action, as required, to maintain project budget, schedule and costs.
- Provide reports on project status regarding meetings, scope, requirements and issues to senior management.
- Maintain practical knowledge of current and upcoming technology on all platforms, with emphasis on package software applications, testing tools, and end-user tools.
- Act as liaison between various agency clients and vendors as required.
QUALIFICATIONS:
- Bachelor’s Degree in Computer Science with five years’ experience in a related field and/or equivalent combination of education and experience.
- Five or more years’ experience in systems analysis and design is required.
- Prior experience in developing and documenting IT policies and procedures is required.
- Must possess good skills in problem analysis and resolution.
- Effective written and oral communication skills are required.
- Experience in project management with proficiency in Microsoft Project is preferred.
- Three years’ experience with SQL stored procedures, SQL Server 2000, and MS Access is preferred.
- A good understanding of business functions, including Human Resources
and Payroll, is preferred.
