Proposals for Fares and Crossing Charges, Service, Station Changes, and Administrative Actions
Public Hearing
Hearings will be held on proposed changes in fares and crossing charges, levels of service and partial or complete closings of subway stations or of means of public access to stations. Proposed changes are summarized below and pertain, as applicable, to MTA New York City Transit (NYCT), the Manhattan and Bronx Surface Transit Operating Authority (MaBSTOA), MTA Staten Island Railway (SIR), MTA Long Island Rail Road (LIRR), MTA Metro-North Railroad (MNR), MTA Bridges and Tunnels (B&T), MTA Long Island Bus (LI Bus) and MTA Bus.
Space limitations prevent newspaper publication of each proposed new fare or crossing charge and of details of proposed changes at stations or in level of service. For more complete descriptions of these potential changes, please consult information posted at MTA stations and on the MTA website or call 212-878-7483. Please note: other service adjustments and cost-reduction steps are under consideration that may also affect operation of subway, bus and rail lines, bridges and tunnels, staffing of stations and general provision of service. Although these possible changes do not require public hearing, they are described in informational material available on the MTA website.
Proposed Changes in Fares and Crossing Charges
A variety of increases in fares, crossing charges, and/or other modifications in fare structure are proposed in order to achieve a projected revenue increase from MTA-system fares and crossing charges of up to 23%, plus additional revenue increases associated with changes in paratransit and LI Bus fares. The size of individual proposed adjustments may vary substantially; increases to particular fares or crossing charges may be greater or less than 23%. Following hearings, one or more of these proposed changes could be adopted:
NYCT, MaBSTOA, MTA Bus, SIR: Increase subway, local bus and SIR base fare to as much as $3 for cash fare on buses, single-ride ticket and/or Pay-Per-Ride MetroCard; as an alternative for Pay-Per-Ride MetroCard, establish separate fare in amount not to exceed $2.50 per ride. Increase express bus fare to as much as $6.25. Increase minimum purchase for new Pay-Per-Ride MetroCard to amount not to exceed $6. Increase threshold purchase amount for bonus-eligible MetroCard purchases from $7 to amount not greater than $12.50. Adjust bonus on eligible MetroCard purchases to as high as 35% or as low as 0% of purchase amount. Increase the price of Unlimited Ride MetroCards to as much as $9.50 for a 1-day card, $32 for a 7-day card, $60 for a 14-day card and $105 for a 30-day card. Increase the price of the 7-day Express Bus MetroCard to as much as $51. Discount policies remain unchanged for senior citizen/student reduced fares except for the following proposed changes: (i) eliminate student reduced fare on all MTA Bus express bus service and (ii) change MTA Bus off-peak eligibility period for discounted fares for senior citizens and disabled customers on Northeast Bronx express routes (BxM6, 7, 7A, 7B, 9, 10) to begin at 10 am (instead of 9 am) on weekdays, to be consistent with all other MTA Bus and NYCT express service. Increase fare for NYCT paratransit service (Access-a-Ride) to as much as $6 per trip. Implement fare collection at SIR Tompkinsville station.
LI Bus: Increase local bus base fare to as much as $3.50 for cash fare on buses, single-ride tickets and/or Pay-Per-Ride MetroCard; as an alternative for Pay-Per-Ride MetroCard, establish separate fare in amount not to exceed $3.25 per ride. Increase LI Bus paratransit service (Able-Ride) to as much as $7 per trip. Increase price of LI Bus Able-Ride 20-Trip Ticket book to as much as $140. Accept magnetic stripe paper transfers for bus-to-bus transfers between all LI Buses and NYCT/MTA Buses. Eliminate 25 cent transfer charge for cash fares. Eliminate acceptance of Unlimited Ride MetroCards for travel on LI Bus or implement new NYCT Unlimited Ride MetroCard prices as proposed above. Implement same NYCT bonus policies as proposed above. Implement charge for transfer to LI Bus from another transit system in an amount up to the fare differential, if any. Align age for senior discount with standard age 65 eligibility used by NYC transit services. Other discount policies remain unchanged (e.g., student discounts).
LIRR and MNR: Increase prices from 0 to 29% for all ticket types, except as noted. Increase one-way, round-trip and ten-trip fares between MNR East of Hudson intermediate stations from 0 to 33%, subject to a cap no greater than 50 cents per ride if the increase is in excess of 29%. Increase all MNR West of Hudson fares from 0 to 33%, subject to a cap no greater than 50 cents per ride if the increase is in excess of 29%; except that some fares for travel between MNR West of Hudson stations and intermediate New Jersey Transit (NJT) stations (i.e. NJT stations other than Hoboken, Penn Station NY and Secaucus Junction) may increase by as much as 75%. Increases for certain MNR New Haven Line stations may be implemented in two stages. Reduce Mail & Ride fare discount on joint monthly commutation/monthly Unlimited Ride MetroCard to no less than 4%. Increase CityTicket price for one-way weekend travel within NYC by as much as 75 cents. Increase connecting Hudson Rail Link, Haverstraw-Ossining Ferry and Newburgh-Beacon Ferry one-way fares by as much as $1. Increase weekly UniTicket fare by as much as $2.50 and monthly UniTicket fare by as much as $8 for connecting local NYC bus service (including Hudson Rail Link). Increase weekly UniTicket fare by as much as $2.50 and monthly UniTicket fare by as much as $10 for connecting MNR ferries. Increase weekly UniTicket fare by as much as $7.25 and monthly UniTicket fare by as much as $26 for connecting LI Bus service. Eliminate monthly UniTicket for X25 service or increase price by as much as $63. Increase family fare paid at station by as much as 25 cents and on-board family fare by as much as $1. Increase on-board one-way fare differential to as much as $6.50. Other discount calculations continue to apply (e.g., senior citizen/disabled persons/child fare discounts). Rates for travel to/from or within CT are under review by State of Connecticut (but reduction in discount on joint MetroCard ticket noted above will apply).
B&T: Increase crossing charges to as much as $7 in each direction for passenger vehicles, or as much as $14 where crossing charges for passenger vehicles are collected in one direction only. Additional charges will apply to crossing charges for other vehicle types. Consider reduction or elimination of E-ZPass discounts for accounts managed outside of New York Customer Service Center. Eliminate Rockaway/Broad Channel residents rebate program.
