- Ensure that all required permits have been obtained prior to the start of work. Make recommendations as to the capabilities of contractors, subcontractors and sources of materials and equipment proposed by them. Review contractor's CPM or Bar Chart schedule.
- Inspect the work of the Contract, notify the contractor in writing of any and all unacceptable work and maintain accurate and detailed written records of the progress of the Contract. Take immediate action on emergencies using sound engineering judgment.
- Conduct progress meetings and special meetings as required. Assist in the resolution of disputes among the contractors.
- Make recommendations to the Engineer for such changes in the work as the Consultant may consider necessary or desirable. Provide an analysis of the validity and need for proposed change orders and assist the Authority in the subsequent negotiations.

This project will replace existing switchgear sections at the Queens Midtown Tunnel facility in order to enhance the safety, reliability and flexibility of the tunnel's electrical power system. The scope of work for the project includes the following representative tasks:
- Installation of new drawn-out type switchgear sections and Motor Control Centers (MCC) and new Power Monitoring System and demolition of existing Switchgear and Motor Control Centers. All circuits from existing switchgear sections will be relocated to the temporary switchboards prior to demolition.
- Replacement of the following: single speed and two-speed ventilation fan motors, the existing standby emergency generator switchboards in the Queens Ventilation Building, the existing standby engine-generator in the Manhattan Ventilation Building, the existing Programmable Motor Protection Panels (PMP). Re-programming of existing tunnel ventilation system controls.
- Refurbishment and relocation of the existing emergency generator at the Manhattan Ventilation Building to the Queens Service Building as well as the existing emergency generator at the Queens Service Building to the Manhattan "D" Post Pump Station at the Manhattan Plaza.
- Rewiring of existing circuits including lighting and power to the new electrical distribution panels and field testing and commissioning of newly installed electrical equipment.

This system will be consistent with NORAC (Northeast Operating Rules Advisory Committee) and NJT (New Jersey Transit) operating rules. This project will extend cab signal system from NJT's territory (East of Suffern) to MNR territory up to the division post at MP 89.9. Representative tasks include the following:
- This project shall provide design and furnishing of bidirectional 100 Hz cab-no-wayside signal system.
- The work under this contract shall include design and furnishing of a new wayside signal system and grade crossing warning system to replace the existing vital relay based signal system on the Port Jervis Line.
- Design and furnishing of a non-vital system and communication links on the Port Jervis Line for Centralized Traffic Control.
- The new Port Jervis Line signal system shall be supplied as pre-wired instrument houses and cases that will be installed by others.

- The procurement and installation of direct burial inner duct and related hardware.
- The procurement, installation and testing of local and express fiber optic and copper cables.
- The procurement and installation of cable trough systems, conduits and pull boxes and any applicable hardware.
- The procurement and installation of all Signals, signal foundations, Cantilever with foundation, masts, and all associated hardware.
- The procurement and installation of switch junction boxes for all electric, electric lock and hand throw switches.
- The Contractor shall design, procure, install and test a prefabricated metal, signal power distribution center complete with watt meter service, power switchgear, automatic transfer switch, transformer, controls and cabling.

Congress passed the Rail Safety Improvement Act of 2008 which requires that all commuter railroads implement a Positive Train Control System (PTC) on it's mainline tracks by Dec 31, 2015. PTC is a system designed to prevent train-to-train collisions, over speed derailments, incursions into established work zone limits, and the movement of a train through a switch left in the wrong position. This project will provide for the procurement of radio/communication equipment, onboard equipment and wayside equipment. Representative tasks include the following:
- Furnish System Integration services to implement a fully functional 49 CFR Part 236, Subpart I compliant PTC system as described in these specifications.
- Furnish and be responsible for the Safety Certification of an ACSES II – based PTC system interconnected with existing railroad signaling and train control systems.
- Design & Furnish all PTC Wayside subsystems and engineering services.
- Design & Furnish PTC Onboard subsystems and engineering services
- Design & Furnish PTC Office systems for the railroads' Transportation personnel to manage the ACSES II system network
- All communications subsystems necessary to implement the ACSES II data radio system.

CONSTRUCTION - HARLEM RIVER LIFT BRIDGE BREAKER HOUSE CONTROLS

This contract provides for the replacement of the electrical control system that raises and lowers the Harlem River Lift Bridge (HRLB) on the Hudson Line for river traffic on the East River. The HRLB is a critical facility on the Metro-North system in that every train running to and from Grand Central Terminal needs to traverse this bridge which links Manhattan to the South Bronx. Put into service in 1954 the bridge remains electronically and mechanically mired in technology more than 50 years old. Electrical equipment used in the mechanisms for controlling, opening and closing the bridge consists of antiquated electro-mechanical relays and other components no longer available to replace. This antiquated control system will be replaced with a modern day PLC (Programmable Logic Controller) based system. The entire traction power system on the bridge will also be replaced. This system consists of two circuit breaker houses (CBH#6 and CBH#7) which will be replaced with modern day 700V DC switchgear housed in two pre-fabricated buildings. All of the positive and negative cables as well as the positive and negative contactors on the bridge will also be replaced.

This project will enhance the security of the Power Control Center (PCC) and the Rail Control Center (RCC) located in the borough Manhattan along with 130 Livingston Plaza in the borough of Brooklyn. This project will provide a new ventilation facility for the IND Queens Blvd. Line 'E' & 'F' express train service between 36th St. and 65th St. Stations below the Northern Blvd. bypass section at 46th Street in the borough of Queens. Work will include a new underground structure, plenum, vent bays and flues, and furnishing and installation of associated electrical and mechanical systems. The construction of the new structure will also involve major site excavation and underground utilities work. Incidental work will include communication, instrumentation & controls, utility and niche closures. The work will conform to the latest Federal, State and NYCT standards. Specific tasks include the following:
- Provide architectural work for the fan chamber, electrical distribution room (EDR) and control room as required to accommodate new fans and related equipment and controls.
- Provide civil work including excavation, concrete and steel work and street restoration including major utility relocation/restoration, for a complete structure ready to accept equipment. Support installation of approximately 96 NVD's along alignment vent gratings. Provide wall closures between all tracks including 862- 3' x 7' openings, and 8 of open columns. Provide drainage for all spaces.
- Provide mechanical work including: new emergency fans, ductwork, silencers, dampers (FID, NVD & FID); cranes and hoists; rolling platforms; normal ventilation systems for spaces; and, drainage pumps.
- Provide all necessary communication links from the fan plant to remote control and monitoring locations (Rail Control Center at 54th Street and Hydraulics Maint. Center at Sand St.). Provide necessary communication circuits from fan plant to Station Communication Rooms for operation from RCC. Provide telephones in the EDR and control room and extinguishers for a complete operating ventilation facility.
- Provide instrumentation and controls including Programmable Logic Controllers (PLCs), control enclosures, electrical and electronic indicators and other equipment for a complete instrumentation and control system. Develop all necessary software for proper fan plant operation including local and remote operation.
