The project sponsors have identified the following study goals and objectives to guide the project:

Promote Economic Development and Tourism in Lower Manhattan and the Region - Increase economic activity and competitiveness
- Complement other rebuilding efforts in Lower Manhattan
Develop Feasible Commuter and Airport Transportation Solutions to Lower Manhattan - Achieve a balance of costs and benefits for the services
- Accommodate and maximize projected ridership
- Minimize impacts to and complement the region's existing and programmed transit systems
- Minimize complexity of construction and implementation
Maintain or Improve Environmental Conditions

- Minimize impacts to cultural, community, park and open space resources
- Support sustainable design and development
- Avoid, minimize and mitigate significant adverse environmental impacts

Increase Capacity/Connectivity of the Region's Transportation Network

- Provide increased net capacity of the region's transportation network
- Provide additional linkages between the region's transportation modes and nodes

At the beginning of the alternatives analysis phase, evaluation measures (criteria) will be developed in order to assess how well (or poorly) each alternative meets the goals and objectives listed above.
