West of Hudson Regional Transit Access Study
 

The MTA Metro-North Railroad (Metro-North) in cooperation with the Port Authority of New York and New Jersey (PANYNJ), the New York State Department of Transportation (NYSDOT) and New Jersey Transit  (NJT) has initiated a planning study to identify and assess transit solutions to improve mobility and accessibility in the West of Hudson region and to Stewart International Airport from the surrounding regions, Lower Hudson Valley and New York City.

The Alternatives Analysis (AA) will comply with all FTA requirements and will be conducted in accordance with the National Environmental Policy Act (NEPA) of 1969.  The AA will be conducted in two phases: Phase I will complete the coarse screening processes and result in a short list of alternatives; Phase II will perform more detailed analyses of the short list of alternatives and result in a locally preferred alternative (LPA).  The AA will evaluate the benefits, cost and impacts of various transit alternatives with the potential to meet the project's goals and objectives.

As part of the Phase II effort, Metro-North will also evaluate infrastructure improvements to the Port Jervis Line, including, double-tracking between Sloatsburg and Salisbury Mills and a rail storage yard midway along the Port Jervis Line.
