Responsibilities: The Manager, Procurement, manages, coordinates, and executes all aspects of the procurement process for services and goods contracting in compliance with statutory requirements, including the preparation and analysis of related documents utilizing RFP, IFB, best value, and other procurement methods; advises client departments in procurement activity planning including methods, strategies, justifications, and schedules. Chairs pre-proposal, pre-bid, negotiation, and other committees, and identifies savings through cost/price analysis. Drafts and negotiates contract terms and conditions that are appropriate to the specific complex procurement and develops evaluation criteria. Formulates and evaluates bid requirements and receipts, conducts surveys and vendor qualification hearings. Responsible for soliciting, negotiating, and recommending the award of high profile contracts through the RFP process for NYC Transit and other MTA agencies when NYC Transit is the lead agency in a procurement that includes the requirements of other MTA agencies. Coordinates all internal approvals in accordance with statutory guidelines and NYC Transit policy. Serve as a liaison to other departments, agencies and vendors.

Exper. & Educ.: A baccalaureate degree from an accredited college; and Five years experience, including two years at the supervisory or managerial level, in contracting, negotiation of complex RFPs; OR A satisfactory equivalent combination of education and experience.

Desired Skills: Essential: Detailed knowledge of and experience in procurement practices, particularly with negotiated contracts procured through the RFP method for new technology, consultant services, health benefits plans and plan administrators and other negotiated procurements; strong oral and written communication and leadership skills; and the ability to make presentations; MS Office especially Word and Excel. Desirable: Knowledge of and experience with federal, state, and local contracting, and public sector procurement regulations; demonstrated ability to handle multiple projects of different types simultaneously.
