MTA EDGE Federal Program

About the MTA EDGE Federal Program

The MTA EDGE Federal Program is a five-year initiative designed to prepare qualified small businesses for participation in federally funded MTA construction projects. The program provides a structured pathway for firms to build operational capacity, meet federal compliance standards, and gain experience working on complex infrastructure projects. 

The program is tailored to support businesses that are seeking to expand into public-sector construction markets and are ready to meet the bonding, financial, and performance requirements associated with federally funded contracts. 

What the program offers

  • Pre-qualification support to help you do business with the MTA
  • Assistance with developing a business plan for long-term growth
  • Access to working capital
  • Bonding assistance to help meet federal contract requirements
  • Opportunities to perform MTA construction projects valued up to $3 million
  • Fast-track payment processing - typically within 10 business days 

Eligibility criteria

  • Provide at least two references for completed commercial work valued at $500,000 or more in each trade the firm seeks to qualify for.  
  • Be owned by an owner with a net worth of no more than $2.047 million (excluding the primary residence).  
  • Have an average annual revenue of $5 million or less over the last three calendar years.  
  • Be bondable, with a minimum bonding capacity of $2 million single / $4 million aggregate.  

How firms receive work

After pre-qualification is confirmed and the firm is officially enrolled, it becomes eligible to receive bid opportunities through the MTA EDGE Federal Program. Bid solicitations will be based on: 

  • The firm’s bonding capacity at the time of bidding.
  • The availability of federally funded work in the trades for which the firm is prequalified.  

Firms will be notified of relevant opportunities by the MTA procurement team, using the contact information provided during enrollment. 

How to get started

We invite interested businesses to submit an eligibility application to be considered for the Federal Program. 

Once accepted, participants will receive additional onboarding materials, including training schedules and a business assessment.
