
Frank Farrell is the Acting Senior Vice President of the New York City Transit Department of Buses and MTA Bus Company, overseeing North America’s largest bus system. He manages a $3.5 billion budget, a fleet of 5,900 buses, and a workforce of more than 18,000 employees, delivering service to nearly 680 million annual riders across the metropolitan region.
A seasoned transit executive with over 25 years of experience, Frank began his career as a track worker and rose through progressively senior leadership roles. He previously served as Vice President & Chief Officer of the Staten Island Railway, overseeing its 24/7 operations for 80,000 weekly customers. Earlier, he directed track, power, signal, and maintenance operations, managing some of the system’s most complex infrastructure that supports millions of daily subway riders. These roles built a foundation of deep expertise in infrastructure management, emergency response, and large-scale organizational leadership.
He is recognized for his commitment to safety, accountability, and collaboration, and for driving innovation and cultivating talent to deliver more reliable service for New Yorkers. He holds a Bachelor’s Degree in Business Management and Economics from Empire State College. A lifelong New Yorker, Frank enjoys traveling and hiking.
