Rachel Cohen

Acting Vice President, Paratransit

Rachel Cohen joined the Paratransit team as Acting Vice President in May 2024, overseeing the team that provides 30,000 daily rides to people who are unable to use the bus or subway system due to a disability.

Rachel comes to Access-A-Ride after working for five years on increasing accessibility across the MTA’s modes of service, and a prior stint with the New York City Taxi & Limousine Commission. She joined the New York City Transit team in 2018 as Director of the newly-formed Office of Systemwide Accessibility. She helped grow the team and lead the transformation to become the MTA-wide Accessibility group. In her time with MTA Headquarters, Rachel helped implement a range of policy changes, communications initiatives, and program expansions to improve access across the transit system.

Rachel has degrees from Washington University in St. Louis and New York University’s Wagner School of Public Service. She lives in Brooklyn with her husband and two children.
