Eminent Domain Procedure Law Nostrand Av Project public hearing

The Metropolitan Transportation Authority (“MTA”), on behalf of itself and its subsidiaries, will hold a public hearing pursuant to Article 2 of the New York State Eminent Domain Procedure Law (“EDPL”) on the proposed acquisition of permanent property interests in property in the Borough of the Brooklyn for ADA Accessibility Updates at the Nostrand Avenue Station on the IND Fulton Street Line (“Project”). The hearing will review the public uses, benefits, purposes, and location of the Project, the impact the Project may have on the environment and residents of the area and will give the public an opportunity to comment on the Project and the proposed Property acquisition.

Description of the project

The Project represents a major commitment by MTA Construction & Development to modernize and improve accessibility across the New York City Transit system. This Project will provide Americans with Disabilities Act (ADA) compliant, barrier-free paths of travel at five (5) stations in Brooklyn: Neptune Avenue (IND Culver Line), 18th Avenue (BMT West End Line), Jefferson Street (BMT Canarsie Line), Nostrand Avenue (IND Fulton Street Line), and Fort Hamilton Parkway (BMT West End Line). The scope of work involves the installation of new elevators, the reconfiguration of the station layout to support new vertical circulation, the construction of new fare control areas, and critical state-of-good-repair work on station platforms. This public hearing covers the property interests required for work at the Nostrand Avenue (IND Fulton Street Line) station.

Public hearing format

This will be an in-person public hearing.

Registering to speak at the public hearing

Those interested in speaking at the public hearing must pre-register. Each registered speaker will have two (2) minutes to speak.

  2. Call the Public Hearing Hotline at (646) 252-6777 (Telephone agents are available from 6 a.m. to 10 p.m. daily)
  3. Sign up in person at the hearing.

Written comments may be submitted online and through the same options listed above. Registration opens on March 18, 2026, and closes at 5:15 p.m. on April 13, 2026. All written comments must be submitted by 5:30 p.m. on April 24, 2026. Comments will be transcribed and included as part of the permanent record of this hearing.

Any property owner or other interested party who may wish to challenge the proposed property taking via judicial review may do so only on the basis of issues, facts, and objections raised at the EDPL public hearing.

At the public hearing, American Sign Language (ASL) services will be available if requested by March 27, 2026.
