Congestion Relief Zone

Vehicles entering the Congestion Relief Zone in Manhattan are charged a toll. The Congestion Relief Zone includes local streets and avenues in Manhattan south of and including 60 Street, excluding the FDR Drive, West Side Highway/Route 9A, and the Hugh L. Carey Tunnel connections to West Street.

The toll amount depends on the type of vehicle, time of day, whether any crossing credits apply, and the method of payment. There are also discounts and exemptions that apply to certain drivers or vehicles entering the Congestion Relief Zone.

Since Congestion Relief Zone tolling began in January 2025, traffic is down and air quality, pedestrian traffic, and quality-of-life indicators like noise complaints have all improved in the Congestion Relief Zone.

The Congestion Relief Zone Tolling Program is providing $15 billion in funding for the MTA’s 2020-2024 Capital Plan, unlocking projects to rebuild, improve, and expand our transit system.
