The discount is available for passenger vehicles in the peak period. It begins after the first 10 trips in a calendar month, and applies to all peak period trips after that.
Eligibility and credentials
To qualify for LIDP, vehicle owners must have reported a federal adjusted gross income for the previous calendar year of no more than $50,000, or be enrolled in a qualifying government assistance program.
Applicants must provide:
- IRS Form 1040 or Tax Return Transcript and corresponding W-2s from the most recent tax year, or
- Proof of enrollment in Supplemental Nutrition Assistance Program (SNAP), Special Nutrition Assistance Program for Women, Infants, and Children (WIC), or Temporary Aid to Needy Families Program (TANF)
Please note that the applicant’s home address must match on all documents.
Enrollment in LIDP requires a valid E-ZPass NY account. If you already have an account, please ensure the license plate on the account is up to date.
Vehicle owners without an E-ZPass NY account must sign up for one before applying for LIDP. Learn more about signing up for E-ZPass NY.
How to apply
The LIDP application is available on the MTA website. Follow these steps:
- Complete the online application.
- Upload the required documentation.
You can also find a copy of the application on the E-ZPass website. Applying online is the preferred method.
Applicants will receive a formal decision notice once their application is processed. If the application is denied, the decision notice will provide information on how to appeal.

How to Recertify
Annual recertification is required for the LIDP based on the date the plan was added to your E-ZPass NY account. You will receive a notice (by email or mail) when it is time to recertify.
Recertification opens approximately 90 days before your plan expires. We encourage you to submit your recertification application as early as possible to ensure your plan remains active.
Customers can now complete their LIDP recertification online. Follow these steps:
- Select Apply/Recertify for LIDP below.
- Log in to your LIDP application account using the same email and password you used when you first applied.*
- Select “Recertify Now” once logged into your LIDP application account.
- Review your application information and upload the required documents as proof of eligibility.
- Submit your application to complete the recertification process.
Applicants will receive a formal decision notice once their application is processed. If the application is denied, the decision notice will provide information on how to appeal.
*NOTE: If you previously submitted an LIDP application by mail, we encourage you to create an online LIDP application profile and submit your application electronically for faster processing.
