Organizational Disability Exemption Plan

Vehicles enrolled in the Organizational Disability Exemption Plan (ODEP) are exempt from the Congestion Relief Zone toll.

ODEP is available to organizational entities that operate vehicles transporting people with disabilities, such as paratransit and ambulette vehicles, schools or special education facilities.

After you submit your application, make sure a member of your team is available to answer questions.

Eligibility and credentials

Access-A-Ride vehicles must provide their contract number with NYCT’s AAR Program. 

Paratransit and ambulettes registered in New York State must provide NYSDOT Common Carrier Certificate/Permit. Those registered in other states must provide supporting documentation. 

Schools, special educational facilities and other entities must provide details regarding the types of service provided, and supporting documents from the state authorizing the organization to provide services to people with disabilities. 

Enrollment in ODEP requires that the designated vehicles have a valid E-ZPass NY Business account. Organizations without an E-ZPass Business account for their designated vehicle must sign up for one before applying for ODEP. Learn more about signing up for E-ZPass NY.

How to apply

The ODEP application is available on the MTA website. Follow these steps: 

  1. Complete the online application. 
  2. Upload the required documentation.

Applicants will receive a formal decision notice once their application is processed. If the application is denied, the decision notice will provide information on how to appeal.
