
Dr. Melva M. Miller is a seasoned executive with deep expertise in community economic development, public policy, and strategic planning. As Founder and President of Melva M. Miller & Associates, Inc., she leads a consultancy advancing equity-centered, economically empowering initiatives through strategic planning, stakeholder engagement, and public-private partnerships.
Previously, Dr. Miller served as the inaugural CEO of the Association for a Better New York (ABNY), where she preserved the organization’s legacy while launching new civic engagement and advocacy efforts that mobilized cross-sector leadership for inclusive regional growth. As Deputy Queens Borough President, she led borough-wide workforce and economic development strategies, oversaw multimillion-dollar capital projects, and helped attract billions in private investment. She also served as founding Executive Director of the Sutphin Boulevard Business Improvement District, playing a pivotal role in revitalizing downtown Jamaica, Queens.
Dr. Miller holds a Ph.D. in Social Welfare from the CUNY Graduate Center, where her research explored stakeholder participation and power dynamics in urban redevelopment—reinforcing her commitment to inclusive, sustainable development grounded in community voice and leadership.
