Midori Valdivia is a nationally respected transportation executive and strategic advisor with over 15 years of experience leading complex infrastructure, transportation, and climate initiatives. As the Founder and Principal of Midori Valdivia Consulting LLC, she partners with public agencies, academic institutions, private companies, and mission-driven organizations to design and deliver solutions that make cities more connected, equitable, and sustainable.

 Midori brings operational insight, policy acumen, and financial strategy into her practice. She has held senior policy and operational leadership roles at the New York Metropolitan Transportation Authority (MTA), the NYC Taxi and Limousine Commission, and the Port Authority of New York and New Jersey. As Chief of Staff to the 70,000-strong workforce at MTA, she drove priority initiatives, including subway countdown clocks, the adoption of new communications technology, the shepherding of congestion pricing, state legislation and implementation, and the launch of the contactless payment system OMNY. 

Her expertise spans major areas, including bus, rail, tolling, aviation, and shared mobility, and encompasses deep experience with infrastructure finance, change management, and championing transportation equity. She is widely recognized for her ability to drive innovation, build exceptional teams, and have an impact in the public and nonprofit sectors. 

Midori is a trusted advisor, including labor and grassroots advocates, as well as elected officials and civic leaders. She is also a recognized expert in regulatory affairs, particularly in the Taxi and For-Hire Vehicle (FHV) industry. She is frequently invited to speak and advise on the intersection of public policy, transportation innovation, and climate action. Midori is known for her collaborative and pragmatic approach. 

Midori’s leadership extends beyond her consulting practice. She serves on the boards of the New York Metropolitan Transportation Authority, Transit Center, the Shared-Use Mobility Center, and the Regional Plan Association, demonstrating her deep commitment to public service and sustainable infrastructure. She holds a Master’s in Public Affairs from Princeton University’s School of Public and International Affairs and a bachelor's from Penn State University.
