Penn Station Access Project Public Hearing

The Metropolitan Transportation Authority, on behalf of itself and its subsidiaries, will hold a public hearing pursuant to Article 2 of the New York State Eminent Domain Procedure Law (“EDPL”) on the proposed acquisition of temporary and permanent property interests in properties in the Borough of the Bronx and the County of Westchester for the Penn Station Access Project (“Project”). The hearing will review the public uses, benefits, purposes, and location of the Project, the impact the Project may have on the environment and residents of the area and will give the public an opportunity to comment on the Project and the proposed Property acquisition.

Description of the Project 

The Penn Station Access Project will provide direct rail access to Penn Station-New York and Manhattan’s west side from southern Connecticut, Westchester County, and the east Bronx by providing direct service to New-Haven Line customers and introducing convenient, direct rail service to communities in the eastern Bronx currently underserved by mass transit. The Project will make various infrastructure improvements to Amtrak’s existing Hell Gate Line and will construct four (4) new accessible Metro-North stations along the line in the east Bronx at Hunts Point, Parkchester-Van Nest, Morris Park, and Co-op City. This public hearing will include property interests needed for the Project.

Thursday, July 24, 2025 

The public hearing begins at 6:00 p.m. In-person registration begins at 5:30 p.m. and will close at 6:00 p.m.

Take the Bx24 to Marconi St/LA Fitness

Take the Bx21 or Bx31 from Eastchester Rd and Waters Place and walk via Eastchester Rd and Bassett Ave to the hotel.

By train: 

Transfer from the   at Westchester Square to the Bx21, Bx24, or Bx31 and follow the bus directions.

Public hearing format

This will be an in-person Public Hearing. Those interested in speaking must pre-register to speak at the Public Hearing. Each registered speaker will have two (2) minutes to speak.

Any property owner or other interested party who may wish to challenge the proposed property taking via judicial review may do so only on the basis of issues, facts, and objections raised at the EDPL public hearing.
