Congestion Pricing provides $330M in mitigation funding

Place-based mitigation program

The Congestion Relief Zone Tolling Program has committed $105 million in funding for 13 communities identified in New York and New Jersey with pre-existing high pollutant and chronic disease burdens and that modeling found could potentially experience increases in truck traffic due to diversions from the CRZ.

The communities are Crotona-Tremont, High Bridge-Morrisania, Hunts Point-Mott Haven, Northeast Bronx, Pelham-Throgs Neck, Downtown Brooklyn-Fort Greene, South Williamsburg, East Harlem, Randall’s Island, Fort Lee, Orange, East Orange, and Newark.

The six mitigation measures committed to are:

Replace transport refrigeration units at Hunts Point Produce Market in the Bronx  

Replace older diesel-run units with all-electric, hybrid diesel-electric or clean diesel models to reduce emissions. Newer TRUs significantly improve air quality by reducing nitrogen oxide and fine particulate matter (PM 2.5). 

Status: Active
42 TRUs have been installed, with old ones scrapped. Another 48 are in the pipeline for replacement.

Establish Bronx asthma initiative

This public health investment is focused on the Bronx and divided into two components. The first component is the $8.9 million Bronx Asthma Program, which will expand critical asthma-related services and education to the community. The second element is an expansion of the Asthma Case Management Program (ACMP), an $11.1 million program. The ACMP provides intensive, school-based support to improve asthma control for students, thereby reducing hospitalizations, doctor visits, and missed school days. 

Status: Underway
NYC Health is developing the programs. Staff and contractors are being hired, and more information is coming soon. 

Upgrade air filtration systems in schools near highways 

To reduce indoor air pollutants, air filtration systems will be installed or upgraded in schools located within 300 meters of highways in mitigation census tracts. Whether a new system is installed or the existing system is upgraded will depend on the school’s size and the complexity of the existing system.

Install roadside vegetation 

Roadside vegetation will be installed to capture pollutants and improve air quality near roadways.

Renovate parks and greenspace 

Parks and greenspaces will be renovated depending on size and complexity. Investments will be made in existing parks where expanded greenspace, new plantings, or other upgrades are feasible.

Implement electric truck charging infrastructure

New electric truck charging infrastructure will be installed, to serve trucks operating within and traveling through New York City's mitigation communities. This infrastructure is expected to deliver air quality improvements by reducing diesel exhaust emissions along key transportation corridors.

The total funding for these projects was increased from the original $100 million to $105 million, adding $5 million for Hunts Point-Mott-Haven’s allocation to provide for an array of projects in addition to the TRU program.

Regional and other mitigation measures

Expand NYC Clean Trucks Program

Provide $20 million to replace eligible diesel trucks with lower emissions electric, hybrid, compressed natural gas and clean diesel vehicles, with rebate amounts ranging from $12,000 to $340,000 per truck. Trucks with more than 70 percent of their vehicle miles traveled in the tristate area qualify.

Applications are currently available and NYC DOT is conducting customer outreach.

Expand NYC Off-Hours Delivery Program  

Expand the Off-Hours Delivery program in locations where truck diversions are expected to increase to reduce daytime truck traffic, reduce emissions, and increase roadway safety. The program is available to all trucks regardless of their points of origin or destination.

Program setup is ongoing.  

Further reduce overnight toll

Reduce to at or below 50% of the peak toll for trucks and other vehicles from at least 12am to 4am to reduce daytime truck diversions. The final adopted toll structure goes above and beyond this commitment, by both expanding the overnight period and discounting the overnight tolls by 75%. All drivers who enter the zone overnight benefit from this measure.

Provide a discount for qualified low-income frequent drivers 

Provide a discount of 25% for low-income frequent drivers on the E-ZPass toll rate for the applicable time of day after the first 10 trips in each calendar month (excluding the overnight period). The adopted troll structure increased the discount from 25% to 50%. Low-income drivers, regardless of their place of residence, qualify for the Low-Income Discount Plan
