About the project
The Park Avenue Viaduct is the elevated steel structure that carries four Metro-North Railroad tracks along Park Avenue between E 110 St and the Harlem River Lift Bridge. The structure is over 130 years old and carries 98% of all Metro-North trains traveling along the Hudson, Harlem, and New Haven lines serving the Harlem-125th Street Station and Grand Central Terminal.
MTA Construction & Development and Metro-North Railroad are replacing or rehabilitating major sections of the Park Avenue Viaduct. Phase 1 began in 2023 and, as of October 2025, has successfully replaced the viaduct from E 115 to E 123 Street, with additional track-level work continuing through spring 2026. Phase 2 started in mid-2024 and involves viaduct replacement between E 127 and E 132 Street. Further replacement work will continue in 2026, with overall project completion expected in 2027.
This project is critical to ensure the viaduct remains in a state of good repair and can continue to provide service for the community. The project is designed to replace the viaduct as quickly and safely as possible, while minimizing impacts to the surrounding neighborhood. As construction progresses, there may be some temporary impacts to parking and local traffic configurations.

Good Neighbor Initiative scorecards
Being a good neighbor is important to the MTA, which is why the PAV team has implemented a Good Neighbor Initiative (GNI) program. The Good Neighbor Initiative grades the PAV contractor on factors like environment and livability, site upkeep, cleanliness, and housekeeping. In addition to regular site inspections, we’re integrating community feedback into our GNI scoring as well, which you can share anytime by emailing pavoutreach@mtacd.org or calling 347-422-7780. The grades are tied to financial incentives and will be publicized through a scorecard every few months.
