New requirement to submit NYSDOL registration with all bids, effective December 30, 2024
Effective December 30, 2024, all bids and proposals for construction projects must include a copy of the bidder or proposer’s certificate of registration with the New York State Department of Labor (DOL). This requirement stems from Section 220-i of the Labor Law. Information on the DOL registration process and the portal to register can be found on the DOL's Contractor and Subcontractor website.
Recent changes to standard C&D contract terms
MTA Construction and Development (MTA C&D)’s General Provisions for Design-Build and Design-Bid-Build contracts are changing. New versions dated October 22, 2025 have been created and will be included in most solicitations advertised starting in November 2025.

MTA Construction and Development Company (“MTA C&D”) is investigating cooling technologies for the New York City Transit (“NYCT”) subway system. Through this Request for Information (“RFI”), MTA C&D seeks to obtain information on geothermal cooling technologies for the passenger occupied zone of subway platforms in deep stations. Responses should be submitted by Friday, November 7, 2025, at 2:00 PM.

MTA is purchasing the following items and services without competitive bidding under Section 1265-a subdivision 4(b) of the Public Authorities Law. Any firm that believes it can provide these items and services must inform MTA by letter. If the MTA is satisfied that a firm is responsible and can supply the items and services on acceptable terms and conditions the procurement will be competitively bid. Letters must be received no later than five business days after today, stating that the firm could supply the items and include additional information supporting their claim. The MTA may require additional information from the firm.
